New employment and training measures for 2011

Measures in favor of young people :
« L’alternance is a winning formula for everyone » according to Nicolas Sarkozy, who wants the number of young people on work-study schemes to reach 800 000 by 2013 and 1 000 000 à eventually, compared with 600 000 à today. Above all, however, this objective implies a réshape of the apprenticeship tax’. In fact, à to date, only 52% of the tax collected goes directly à to apprenticeship. The State therefore wants to réform the répartition in order to dégager 60 à 90 million additional euros per year.
The Head of State has réaffirmedé his intention to set upa bonus-malus system.
For companies with more than 250 employeesés, the 3% quota for young people on sandwich courses will be raisedé à 4% and the rate of the contribution au développement de l’apprentissage will be adjustedé according to the company’s effort. It will increase by 0.1% à 0.2% for companies employing less than 1% of young people on sandwich courses. For companies with 2,000 or more employees, it will rise à 0.3%. It will remain à 0.1% for those between 1% and 3% and will établi à 0.05% for those between 3% and 4%.
Businesses will benefit from a bonus of 400 € per contract and per year for any additional hires above the 4% quota and up to the 6% threshold.
Furthermore, à as of March 1er, companies with fewer than 250 employees bénéficient d’une exononération totale de charges sociales pendant 6 mois pour toute embauche suppléand this compared to à the previous yearécédente, of young people on sandwich courses (under apprenticeship or professionalization contracts).
The number of training places will therefore be increasedées, drawing on the resources provided by the Grand Emprunt (500 million euros in favor of work-study) and this in conjunction with the Conventions d’Objectifs et de Moyens concluded with the Régions. Nicolas Sarkozy also wishes to à simplify the conditions required to become a « Maître d’apprentissage » and enhance the status of apprentices (access to éstudent benefits, university restaurants, and various éstudent benefits...)
These measures should make it possible to hire 135 000 additional young people on sandwich courses per year...
Measures in favor of job seekers...
An additional €500 million will be earmarked for employment, particularly for long-term jobseekers and for aid contracts, which will be increased.
The number of jobseekers entering training will be increased by 30% compared with the figure initially announced. Newé : all jobseekers at the end of their entitlement will be offered a training rémunération...
In addition, all companies, which hire jobseekers âgés aged 45 and over on professionalization contracts, will be able to bénéficier an additional aid of 2 000 € per contract.
In parallel, the contrat de transition professionnelle and the convention de reclassement personnalisé will be merged in 2011 into a single scheme...
