Facilitating the hiring of new employees - AFPR

Pôle emploi : La mise en place de deux dispositifs de formation préalable à l’emploi : Le POE et l’AFPR

The POE (Préparation Opérationnelle à l’Emploi) and AFPR (Action de formation Préalable au Recrutement) schemes enable à a jobseeker to bénéficier d’une formation nécessaire à l'acquisition des compétences requises pour occuper un emploi correspondant à une offre déposée auprès de Pôle emploi.

 

 

The OCB :

A job seeker likely to take up a job corresponding à to an identified offerée, déposée à Pôle employment by a company, bénéficie without préjudice of the’offer of service implemented by Pôle emploi, of a training action, with a view to acquiring the core of professional skills necessary to occupy the position offeredé.
The POE is awardedée à the employer to finance préalable training à a recruitment, either for :

  • A fixed-term contract of at least 12 months
  • .
  • A professionalization contract à durée indéterminée
  • In contract à durée indéterminée

 

L’AFPR :

L'Action de Formation Préalable au Recrutement is intended à to bridge the égap between the skills that the job seeker détient and those required by the job visé. This scheme applies to à any person registered à Pôle emploi.

The job seeker must take up a job offer on which is mentionedée "Action de Formation Préalable au Recrutement". Or, must qualify under the conditions of taking up a position on a fixed-term contract of more than six months à less than twelve months, a professionalization contract à durée déterminée or on assignments on temporary employment contracts of at least six months in the next nine months.

The training must be provided in the form of an apprenticeship.

L’AFPR is dorénavant mobilizable for future hiring, either for :

  • A 6 à 12-month CDD
  • A professionalization contract à durée déterminée (regardless of durée)
  • Or (under certain conditions) on a temporary employment contract...

 

Conditions d’attribution et bénéficiaires :

To gain access à to these two schemes, public and private employers must be à up to date with their unemployment insurance contributions and must have déposedé a job offer with the pèle emploi.
The assistance may êbe refusedéiféthey have bénéficié précédemment and have not hiredéthe jobseeker àat the end of his training, or if the latter has été hiredé under less advantageous conditions than those préseen.

These aids concern all jobseekers, whether or not they are on benefités.

A training plan is then édrawn up between Pôle emploi and the trainee on the basis of an estimate preparedésenté by the employer. An agreement is then signedébetween the Pôle emploi agency manager and the future employer, specifying the prospective hiring date. A mentor is then appointed at the company.

 

Les formations concernées:

The training courses can êbe carried outéaliséby an internal à or external training organization, or directly by the employer in the form of tutoring. With regard to the POE, the period of tutoring must êbe associated àwith a period of training (external or internal).

Benefits for the’employer :

L'aide versée par Pôle emploi vise à couvrir les frais pédagogiques engagés. The trainee therefore has nothing àto pay à under this heading.

However, Pôle emploi funding is capped at é à 400 hours. In addition, the amount of êaid may not exceed à 5 €/hour when the training is carried outéinternally (tutoring or in-house training organization) and à 8 €/hour when it is carried outéaliséby an organization external à to the company.

As part of the Pôle emploi program, the company is required to pay a maximum amount of êaid.

As part of the POE, additional funding may êbe allocatedé by the organisme paritaire collecteur agréé (OPCA) to which the future employer belongs under conditions defined by the national framework agreement signedé between the OPCA and Pôle emploi.
The aid allocatedéunder the POE or AFPR is paidéby Pôle emploi at the end of the training course and at the latest on the day of hiring of the bénéficiary.

 

Status of the bénéficiary :

During the duration of the training course, the job seeker becomes a trainee in vocational training rémunéré and à as such :

  • perçoit l'aide au retour à l'emploi formation (AREF) if c’est un demandeur d'emploi indemnisé ; le cas contraire,  une rémunération de formation Pôle emploi (RFPE) sera versée ; 
  • may bénéficier a part of its expenses liés à training (transport, catering, hébergement) via the aide aux frais associés à la formation (AFAF). 

So don't wait any longer to hire...!
