Employment trends in France in December 2009

Data on jobseekers are presented according to various statistical groupings (categories A, B, C, D, E). Most jobseekers registered with à Pôle emploi are required to make positive acts of job search’ some are unemployed (catégories A, B, C, D, E): some are unemployed (catégorie A), others have a short term job of 78 hours or less over the month (catégorie B), or a long term job of more than 78 hours over the month (catégorie C). In addition, some people registered with à Pôle emploi are not required to make positive acts of job-seeking’ they are either unemployed and not immediately available (catégorie D), or employed (catégorie E).
As of June 1, 2009, the implementation of the revenu de solidarité active (RSA) is likely to significantly affect the number of registered jobseekers à Pôle emploi.

The number of registered jobseekers à Pôle emploi de catégorie A s’établit à 2,611,700 en France métropolitaine fin décembre 2009. This number is down on à the end of November 2009 (-0.7 %, or
 18,700). Over one year, it is up 18.5 %.

The number of registered jobseekers à Pôle emploi de catégories B et C s’établit à 1,211,900 en France métropolitaine fin décembre 2009. In décembre, the number of those in catégorie B rose by 2.0 % (+11.8 % over one year) and the number of those in catégorie C was up by 2.6 % (+22.2 % over one year).

The total number of registered jobseekers à Pôle emploi in catégories A, B, C was établit à 3,823,600 in mainland France at the end of December 2009 (4,060,200 in France including Dom). This number grew by 0.2 % (+8,600) in December. Over one year, it increased by 18.2 %.

The number of people registered à Pôle emploi in catégories D and E s’établit à 525,800 in metropolitan France at the end of décember 2009. In décembre, the number of those registered in catégorie D increased by 4.5 % and the number of those registered in catégorie E rose by 6.6 %.

The notion of registered jobseekers à Pôle emploi is a different concept from that of unemployed as defined by the International Labor Office (ILO) : some jobseekers are not unemployed as defined by the ILO and some unemployed as defined by the ILO are not registered à Pôle emploi.
Over and above évolutions in the labor market, various factors can affect data relating to jobseekersée.g.: changes in the way jobseekers are monitored and supported, and the way jobseekers register… In particular, à as of June 1, 2009, the provisions relating to the new job-seeking obligations’for RSA recipients and à their support by the public employment service are likely to significantly increase the number of registered jobseekers à Pôle emploi (cf. page 13 and box 1, pages 17 and 18).
Since February 2009, data on jobseekers have been presented according to new groupings (categories A, B, C, D, E). The data corresponding to the old categories (1, 2, 3, 4, 5, 6, 7, 8) are presented in the appendix for a transitional period.
All the definitions are shown in boxes 1 and 2 on pages 16 & 18 of the publication.
